Question:
I am trying to get my 2001 jeep wrangler Sahara set up for towing . I already have the Blue Ox BX7445 . My question is do I need another part in order for the BX1717 to be all I need ? do these bolt directly on the frame or the bumper?

We do have what you need to attach your 2001 Jeep Wrangler Sahara to your existing Blue Ox Aventa Tow Bar, however the Base Plate Kit BX1717 that you referenced will not fit your vehicle. These particular base plates are designed to bolt onto the chassis of certain model year Chevy Silverado and GMC Sierra trucks.
If you have the standard factory bumper on your Jeep Wrangler you will need the Blue Ox Base Plate Kit # BX1120 that bolts to the Jeep's frame and is compatible with your Aventa Tow Bar. No other parts are needed to make this connection.
In order to complete your flat tow setup you will also need a lighting solution and a supplemental braking system. If you don't have these already I recommend the Hopkins Custom Tail Light Wiring Kit # HM56202 that will plug right into factory ports behind the tail lights of your Jeep so that it can connect to the signal light circuits on the RV.
For a supplemental braking system I really like the SMI Stay-IN-Play DUO # SM99251 if your RV has hydraulic brakes or the Air Force One # SM99243 if it uses air brakes. This system will give you a maintenance free setup after the initial installation that doesn't require you to make any connections when it's time to hook up for a trip or put anything away when it's time to transition to every day driving with the Jeep.
You will also need to add the Brake-Lite Relay # RM-88400 to prevent the Jeep's brake signal from overriding the turn signal from the RV when applying the brakes during a turn.
I have attached a few video demonstrations on these products that you can also check out.
