I have a 1990 Gmc 2500 Vandura van Do They Make a Class 4 Hitch to fit it ...It Does not have a step bumper ...

We do have custom-fit hitches for the 1990 GMC full-size van without step bumper but these are all Class III types and they are shown on the linked page. No class IV hitches are offered.
Two of the hitches, the USA-made Curt # C13016 and the Draw-Tite # 41121, are no-drill installations. I recommend the Curt # C13016 because of its higher 6K towing capacity and its concealed cross tube which gives it a cleaner installed appearance. The written instructions are linked.
If you also need a 4-pole wring harness I recommend the Curt kit # C55338 which is a plug-and-play install. We have found their wiring products to be the most reliable. I recommend using dielectric grease # 11755 to keep the connections free of corrosion.
