I am wondering if this rack comes with the brackets to attach it to the RV chassis or if they must be bought separately if so, is there a p/n?

The Lippert Components Flip Down Slotted Rack Tailgate Storage System # LC243621 does require a hardware kit to install. If you want to attach it to the top of your RV bumper you need the part # LC432336.
