It looks like a qty of 1 would cover one axle, so for a tandem axle I should buy a qty of 2. Is that accurate?

Correct, the Dexter Trailer Springs Over-Under Conversion Kit part # K71-385-00 comes with everything that you need to flip the leaf springs on a single axle trailer. Therefore, if you have a tandem axle trailer you will need to order a quantity of 2. Please note that the Dexter Trailer Springs Over-Under Conversion Kit part # K71-385-00 is for 3" diameter axles which typically have a 6,000 lb - 7,200 lb capacity. If you have a 2-3/8" diameter axle which typically have a 3,500 lb capacity then you will want to use the Dexter Trailer Springs Over-Under Conversion Kit part # K71-384-00 instead.
