Can Curt Echo Brake Controller Connect to Tablet/Device without Phone Data Plan

can i use a Samsung tablet that does not have phone connectivity ... just wi fi and Bluetooth to operate this brake ?

As long as the tablet has Bluetooth the Curt Echo Mobile part # C51180 can connect to it. I attached a review video with more info on the controller for you to check out as well.
