Is the recommended Hitch for a 2018 Subaru Forester XT Touring with EyeSight the same as for the 2017? And i will be connecting a bike rack no trailer to the hitch. Would i need any other parts to accommodate a rack?

The Draw Tite hitch part # 75876 that you referenced is a confirmed fit for your 2018 Subaru Forester with EyeSight. This is a great hitch but if you wanted something a bit more concealed the Draw Tite hitch part # 76182 is a better option as it has a concealed crosstube which means only the hitch opening would be visible below the bumper. I attached a picture that shows what this hitch looks like installed for you to check out as well.
Once installed the hitch would be ready to use with a rack.
