hi will there clevis end of this hook attach to 3/8 inch 70 chain? thanks

The Curt Clevis Hook with Spring Loaded Safety Latch - 7/16 - 40,000 lbs Item # C81970 that you referenced is Grade 70, the attachment pin is 1/2 inch diameter, and the opening where the chain would slip through and the pin would hold it in place measures 5/8 inch. So basically the thickness of your chain link would need to be less than 5/8 inch and the width of the link opening would need to be more than 1/2 inch.
