Is the 3 1/8 inch width of this U bolt the inside dimension ? My boat trailer is made of 3 X 3 inch steal. I need this U bolt to hold a 5 inch spool roll with bracket that you sell. Thank you

The 3-1/8 inch dimension on the CE Smith U-Bolt # CE15503A that you referenced is indeed taken from inside to inside on the posts. I have attached an image to assist. It will work great for your 3 x 3 inch trailer frame.
