does it just take basic tools to put the rack on and take it off? theres no actual locking mechanisms to the roof bars?

The Kuat Trio Roof Bike Rack - Fork Mount - Clamp On - Aluminum - Black and Polished Chrome # TR02 has tamper-resistant mounting hardware to attach it to the roof rack and then has an integrated cable lock to secure your rear wheel and frame to the rack. The security tool only has 5 sides as opposed to the basic Allen wrench with 6 sides. The only concern for theft is someone with the Trio Security key, but you can mitigate even that issue if you wrap the keyed cable lock around your rear crossbar.
If you want a similar rack that has the keyed security for the rack and the cable lock, I recommend the RockyMounts SwitchHitter Roof Bike Rack - Fork Mount - Aluminum - Black # RKY1270 along with the lock cores # RKY0332 for the front cover and the cable at the rear.
