The install of the Curt hitch part # C13382 on a 2019 Subaru Crosstrek does not require drilling but it does required you to enlarge the access hole that you sent us a picture of.

I attached a picture of the step in the install instructions that covers this. A dremol tool would be the most ideal tool to accomplish this but a file could work as well.
