will a 3/8 inch safety chain slip on this hook?

As you can see by the accompanying diagram the narrowest part of the Curt Hook with Spring Loaded Safety Latch for Safety Chains and Cables # C81288 is 5/8" so a 3/8" safety chain will work with this hook.
