Starting with the tonneau cover I recommend taking a look at the RetraxPRO MX Hard Tonneau Cover # RT80233 for your 2019 Ram 3500. This is a really nice aluminum hard cover that will retract far enough to allow access to a chest style tool box in the bed. Its sealed ball-bearing rollers make for easy opening and closing and its durable construction allows it to safely support up to 500 pounds of evenly distributed weight.

Then for a chest style tool box that will work well under the cover I recommend the UWS # UWS01058. This aluminum box with a black powder coating will provide you with 5.3 cubic feet of space and measures just 16 inches tall. I really like the foam filled lid that UWS uses for their boxes which ensures a longer lifespan compared to options from other brands.
