Question:
How do I test the lights at the 4-pin connector on the tow vehicle. 1 pin shows a short to ground two pins show 19 ohms to ground one pin open circuit. I put voltage to the ground pin and to any of the other three but no light

In a flat towing diode wiring setup such as with Roadmaster Diode 7-Wire to 4-Wire Flexo-Coil Wiring Kit # RM-15247 you can test the functionality of the installation on the toad by applying 12V power from a spare battery or even from the Mini's battery.
You'll want to confirm which pin on the vehicle connector is grounded, either to the battery negative terminal or to a chassis ground. This should be the wire with the ring terminal. Then one at a time apply +12V power to the other pins to confirm the lighting function activates on the toad.
