I am looking for a hitch for my bike rack I bought here. Will I need stabilizer straps with this??

The Curt Class II Trailer Hitch Receiver # C12142 referenced in your question is confirmed to fit your 2017 Jeep Renegade. It will provide you with a 1-1/4 inch receiver so as long as your existing bike rack is compatible with 1-1/4 inch receivers it will work great. This particular hitch Curt does require the use of a stabilizing strap # 18050 with any non-trailer load like your bike rack. I have attached an installation video on the strap so you can see exactly how they work.
If you would rather not have to use an additional strap then I recommend going with the Draw-Tite Class III Hitch # 76021 instead, which is also confirmed to fit your vehicle. Draw-Tite does not have the same requirements with regards to using a stabilizing strap with bike racks and cargo carriers. This hitch is a class III and would allow you to use 2" accessories. There are more accessories with 2" than 1-1/4" receivers anyway.
