Do both end pads swivel or just the closest one to the ratchet end?

The Erickson Cargo Control Cargo Bar # 08908 referenced in your question does indeed feature rubber pads on both ends that can swivel/pivot to ensure a secure fit against the bed rails on your truck. The foot on the opposite end of the ratchet has the exact same swiveling property as the end that you mentioned.
