The Erickson Horizontal E-Tracks like part # E19148 are constructed of 12 gauge steel which means they are about 7/64" or .109375" thick. I am not entirely sure I know what you mean by notching the plywood and welding metal sheets but I can assure you we have not had much if any negative feedback on the tracks in regards to rust. They are zinc plated which should alleviate any rust concerns you should have. Odds are after they are installed flush on a sheet of plywood or deck board there is still going to be some space understand the rail for water to escape so draining also should not be much or an issue.
I have attached a review video for you as well.
