I need a Thule SquareBar 2-pack however I only need a 2-pack of the 5182 fit kit. Am I forced to by 4 pads and brackets when I already have 2 of them?

Yes, in order to mount the 60" SquareBar # TH712500 and the Evo Clamp Feet # TH710501 on your 2017 Toyota Tundra you will need the Fit Kit # TH145182 which Thule does not offer in a half pack.
This system will work great when paired up with the Rhino-Rack T-Load # RTL002.
