How would I know if it’s tight enough?

The Thule Rapid Traverse Roof-Rack Foot Pack # TH480R comes with a tool that's basically a torque wrench which lets you know exactly how tight to get the hardware. Basically you tighten the tool till the line on the green portion of the tool lines up with the line on the gray portion. See picture.
