I see part #13160 gives you more ground clearance, which I like, but cant tell if it will clear the skid plate. Part# 13084 has less ground clearance but may clear the skid plate. Can you shed some light on this? Thank you

Though I'm not 100 percent sure what you are referring to in terms of "clearing" the skid shield, there are different installation instructions (which are linked) for both hitches in regards to that shield on your 2001 Jeep Cherokee which may be what you are looking for.
Curt hitch # 13160 will give you 20 inches of clearance from the ground, and according to the install manual you are going to loosen the skid shield's bolts and place the hitch flange between the Jeep's frame and skid shield.
For Curt hitch # 13084, which has 15 inches of clearance from the ground, the install process is different. You will need to remove the skid shield's bolts and then drill a hole through the skid shield. So my recommendation for your '01 Cherokee with a skid shield would be to go with hitch # 13160 because not only does it offer more clearance but it is also a no-drill install.
In addition to the hitch, for wiring which will give your Jeep a 4-way connector and allow you to power your trailer's lights you need Wiring Harness # 118354. I also recommend checking out Ball Mount Kit # 989900, which is for 2” hitches and may fulfill your towing needs in one tidy package; two ball mounts - one with a 3/4” rise or 2” drop and the other with a 2-3/4” rise or 4” drop - a 1-7/8” hitch ball, a 2” hitch ball, and a pin and clip.
