Without knowing the make and model of the cover that the first owner had on it, I cannot say whether or not an Access cover or another cover will fit with any degree of certainty. It may have been removed because there was some sort of problem with it, so it may be a good idea to go with a new one and get all new parts.
The good news is that we do have some covers that specifically fit the stepside model of the 1999 GMC Sierra in different price ranges.
On the lower end of the cost spectrum, and one of the more functional covers, we have the TruXedo # TX281101 roll up cover. This complete system would be less than a replacement cover by itself in most cases. As you can see in the pictures, it tilts up with hydraulic arms.
Up from there we have the Access TonnoSport Roll-Up Tonneau Cover, # A22020209. This cover will fit the stepside bed as long as it is a metal bed and not a composite bed.
The next jump up is the TruXedo Lo Pro QT Soft Roll-up Tonneau Cover, # TX551101. The Lo Pro QT covers are among the newest in the Truxedo line up, replacing the old Lo Pros. Like the Access cover, this cover is also a roll up type design. I have included a link to the installation details for you to view.
