Should Both Side of Trailer Lights Flash with Hazard Lights on

Question:
I bought a pack of lights and 4 pin wiring Straight from the car, I wired the ground perfectly And ran green and green/brn cables down to passenger side taillight And did yellow and yellow/Brn to the driver side trailer tail light Grounding is perfect on both studs as I used a grinder to get metal to metal. The driver side seems to work perfectly but nothing at all to the passenger side. When I flip the wires and run yellow power from car to green, then the right works and also flashes with hazard lights and blinker. But Seems like when I put hazards on and I check the wires from car directly only the solid yellow flashes.. I’m assuming the solid green should flash too? Maybe a fuse but why would there be a fuse just for one side of signals? Possible?

The reason that you would have a fuse just for one side of the signals is because they are for different circuits. You are correct that when you have your hazard lights on both the yellow and green should flash.
It sounds like you have done a great job at troubleshooting so if I were you I would check the owner's manual for your vehicle for fuses that would relate to your trailer lights. Sometimes they have the same fuse and sometimes they don't. The only way to know for sure is with your manual.
If you check the fuse and it looks good then your wiring on your vehicle may be faulty. If this is the case let me know what your year/make/model is and I can help you find some replacement wiring.
