Do you know what the number is for 1999 Qwest Jayco tail lights?

Trailer manufacturers don't usually keep a record of the parts they install at the factory like the tail light assemblies, so your best option for finding a replacement is seeing if you can locate a model number on the light or simply take a few measurements on the existing assembly.
Just looking at pictures of the 1999 Jayco Qwest Campers, it looks like most are equipped with a red rectangular light similar to the Optonics - Passenger Side # RVSTB60 and # RVSTB61 for the Driver Side. This tail light measures 8-5/8 inches long, 3-3/16 inches tall, and 2-1/4 inches deep. It features mounting holes that are spaced apart 7-3/8 inches on center. You can compare this to your current assemblies to see if they might work well as replacements.

If you are able to tell me the manufacturer/model of your current tail lights, or the dimensions that you measured, I will be happy to make a specific recommendation if the above Optronic assemblies won't work.
