Yes, carrying your motorcycle on a hitch mounted carrier on your 2006 Ford Focus is definitely going to be a problem. You've already come to the answer, the hitch has a maximum tongue weight of 200 pounds and your motorcycle is more than that. Plus you need to factor in the weight of the motorcycle carrier as well. In addition to that, the hitch may be rated for 200 pounds but according to an online copy of the Focus' owner's manual its maximum tongue weight is even less than that.
The solution is to put the motorcycle on a small trailer and tow it. You still need a hitch; part # C11296 if you have the Focus Wagon or part # 24692 for all other models. The recommended ball mount is part # 3592 with either a 1-7/8 inch ball, part # 19256, or 2 inch ball, part # 19258.
Then for the wiring harness to power the trailer's lights use part # HM11140495. This is a plug and play harness that plugs in behind both tail lights. Then there's one wire that needs to be run to the battery of the Focus and connected through the included fuse.
