Question:
Will the locking arm travel down low enough for this bike or will it bottom out first?

I went to our showroom and measured a Yakima StickUp Bike Rack, Y02420. With the hooks all the way down it would secure a frame that is 19-1/4 inches (measuring from the bottom of the wheels to the top of the frame at the lowest point). Anything less than 19-1/4 inches should not be used on this bike rack.
A better solution would be to use a platform style bike rack that secures the bikes at the wheels. Take a look at the Yakima HoldUp, # Y02445 for 1-1/4 inch hitches or # Y02443 for 2 inch hitches. This rack does hold the bikes at the wheels and can even tilt down with the bikes still attached to offer more access to the rear of the vehicle. I have included a link to the installation details and a video review of this rack for you.
