I am trying to pick the proper front receiver mounted tire carrier for 2004 Chevy Silverado 2500 HD with factory steel rims.

If you have a front mount hitch receiver installed on your 2004 Chevy Silverado, I recommend the Curt Trailer Hitch Mounted Spare Tire Carrier # C31006. This universal spare tire carrier is compatible with any 2 inch hitch receiver and features a durable, black powder coat finish that will resist corrosion. The carrier's shank has three different hitch pin holes that can be used to adjust how close the spare is to the front of your truck. I have attached an image with its dimensions labeled that you can take a look at.

If you don't yet have a front-mount hitch receiver installed, I recommend the Draw-Tite # 65028. This 2 inch hitch receiver is confirmed to fit your Silverado 2500 HD and will use existing holes in its frame for a no-drill installation. I have attached an installation video that you can use for reference.
