If you have a front mount hitch receiver installed on your 2004 Chevy Silverado, I recommend the Curt Trailer Hitch Mounted Spare Tire Carrier # C31006. This universal spare tire carrier is compatible with any 2 inch hitch receiver and features a durable, black powder coat finish that will resist corrosion. The carrier's shank has three different hitch pin holes that can be used to adjust how close the spare is to the front of your truck. If you don't yet have a front-mount hitch receiver installed, I recommend the Draw-Tite # 65028.
