It sounds like you are looking for the Fulton Economy Spare Tire Carrier with Wheel Nut Lock # FETCSTL0701. This comes with the lock and also is 1/2 inch diameter.

Another option is the CE Smith Spare Tire Carrier for Trailers - Steel - 4- and 5-Lug Wheels - 12-1/4" Long # CE22011Z-11050-2. The U-bolt has a 7/16 inch diameter. .

Yes, the threads on the Fulton Economy Spare Tire Carrier #FETCLB0201 are 1/2" - 20. This same carrier is available with a lock as part #FETCHL0700 or with lugs and a lock as part #FETCSTL0701.
