There are several differences between the EZ5 base plates # RM-521423-5 and the regular EZ base plates # 521433-1. The biggest difference is what each of them fits.
EZ5 base plates # RM-521423-5 fit the 2002 to 2007 Jeep Liberty.
EZ base plates # 521433-1 fit the 2008 to 2012 Jeep Liberty.
Since you have a 2007 Liberty you would need to use either the EZ5 base plates # RM-521423-5 or the EZ4 base plates # RM-521423-4. The difference between these is the design of the removable arms. There are more accessories that are compatible with the EZ4 base plates so I recommend going with # RM-521423-4.
For a tow bar I recommend the Falcon All-Terrain # RM-522. This is a non-binding tow bar which means you won't have to be perfectly level and straight to connect or disconnect the tow bar. If you ever had to fight with a tow bar then you know just how frustrating it can be.
For safety cables I recommend straight cables # RM-645. The Falcon All-Terrain tow bar has safety cable channels to hold up the cables. It is easier to run the straight cables through the channels compared to coiled cables.
For lighting you can use a simple magnetic kit such as # RM-2120. For a more permanent solution the most popular option is a diode kit such as # RM-15267.
You may also need a high/low adapter to keep the tow bar level. I have linked a help article showing how to measure and a link to the high/low adapters we carry.
And finally, most states now require supplemental braking on the vehicle being flat towed. One of the preferred systems for our installers and what I recommend is the SMI Stay-IN-Play DUO proportional system, # SM99251. It will apply the vehicle brakes in proportion to how much the tow vehicle is braking. This is the safest way to stop and it reduces wear and tear on both vehicles.
The # RM-88400 relay is required to prevent the towed vehicle's brake signal from overriding the turn signal from the RV when applying the brakes during a turn. The relay is not required when using magnetic tow lights.
