I have the Husky HT31852-686 bed rail brackets installed on my truck and I have doubts that the U-bolts will fit over the brackets that are attached to the frame. 2016 Chevy 3500

The Air Lift LoadLifter 7500 XL Air Helper Springs - Rear Axle # AL57538 are compatible with the Husky Custom Base Rails and Installation Kit for 5th Wheel Trailer Hitches # HT31852-686 installed. They are a confirmed fit for your truck and according to the installation details you will not use the U-bolts for mounting. I've attached the instructions which have photos to assist.

This air spring kit comes with the manual inflation valve stems, but if you want the ability to adjust and monitor your air pressure at any time, I recommend the Air Lift Load Controller Compressor System for Air Helper Springs- Heavy Duty - Dual Path # AL25856. This will allow you to adjust the air springs individually for off center loads and have the most control possible over the ride of your truck.
