You can absolutely replace the axles on your food trailer with the Timbren Axle-Less Trailer Suspension System # TASR7KS01. This 7,000 pound rated system can be used for a 2-axle setup, so it will work nicely on your trailer. It will provide you with a safe, smooth, and quiet ride, and will fit any frame width.
I have attached an installation video for this system so you can get a better idea as to how it installs and operates.
Then for a hub and drum assembly that will work well, I recommend the Dexter # 42866UC3-EZ. The bearings in this hub will fit the spindles on the Timbren System and it is designed for 7.000 pound axles. The hubs feature an 8 on 6-1/2 inch bolt pattern, which you will need to make sure matches up to your existing wheels.
For compatible brake assemblies, you can use the Dexter Electric Trailer Brake Assembly # 23-106 for the Right Hand and # 23-105 for the Left Hand.
The only thing I recommend verifying is that the current 5,200 pound axles on the trailer are/were the trailer's weakest component. You will need to make sure that the trailer frame itself is also capable of handling the 13,200 pound loaded weight. Upgrading the axle will only increase the trailer's capacity if every other component is also rated for the higher limit.
