What is it and how is it installed? Not shown on instructions. Is hitch not stable could fail without them?

The strap you are referring to is the Curt Bike Rack Strap # 18050. It helps provide extra security to hitch mounted bike racks when using hitch mounted accessories.
The strap provides additional support to the rack and would help prevent additional wear on the hitch and your vehicle when using hitch mounted accessories such as a bike rack. The hitch is stable, but the strap will more offer more stability, and failure to use a strap will void the warranty of the hitch.
I attached installation instructions for this hitch also.
