I am building a storage box for my trailer and would like to know the distance from the center of the mounting holes to the edge of the plate.

Check out the dimension picture I attached for the Latch Part # L4080 that you referenced. I believe the dimension you are looking for is 1/2 inch on all sides from the edge of the latch flange to the center of the mounting holes.
