Question:
Can the wheels be removed from this jack and a rotating foot plate fitted to use in situations where more clearance is needed? If so, is the foot plate sold as an accessory?

The Fulton F2 series jacks including Fulton F2 Swing-Up Trailer Jack # F1413130334 have a unique leg shape which you can see in part # F500266. However this leg cannot be used with jack # F1413130334 and I am not sure this is the type of leg you are looking for. It sounds like you are looking for something like the Fastway Flip # FA88-00-6500. It will fit square or round jacks with 2-1/4 inch outer diameter or width tubing with an Inner tube that has an outer diameter or width of 2 inches.
