I need a new strap Item # 853-7002 but I also need the ratchet that is attached to the rack, mine is broken. The piece the strap slides into. Do to sell that part? If so what is it called? Thule T2. Thank you.

You will need to replace the whole rear wheel cradle since the ratchet part is fixed to the wheel cradle. The original rear wheel cradle was replaced with a version that will now also accommodate fat tire bikes (but it still fits the T2 bike rack). It is # 7521568001. The strap is included as well.
