We have a small 8ft box 1999 Viking 1706 popup trailer we would like to put a bike rack on the back of. Will the Swagman around the spare tire rack work safely?

The item you selected, Swagman RV Bumper 2 Bike Rack # S80501, is designed for square bumpers. On pop-up campers you would usually see a c-channel bumper.
You could also use a dual receiver like the Curt Trailer Hitch Ball Mount With 2 Inch Receiver # D210. You could use a bike rack in the top receiver opening like the Swagman Trailhead 2 Bike Carrier, part # S63360. Then you would use the hitch ball opening to connect your camper.
If your pop-up camper has a c-channel bumper, you would not be able to use the Swagman RV Bumper 2 Bike Rack # S80501, as the rack would tilt to the rear and not securely attach to the bumper.
