Thanks for the answer! I worked on the trailer all day today, and found out that indeed both things you suggested where the problem. One break had grease all over it, and the assembly was very stiff almost impossible toMove the shoes

Is it possible there's grease in the drum which is causing the brakes to not lock up? If you blew out the inner grease seal or it was leaking at all this is a very likely cause. Otherwise it could be a mechanical problem of the assemblies and would need to be replaced.
