There is one solution that will work for you, the Curt Multipurpose Ball Mount with 2" Receiver # D210. You can insert this into the 2" hitch on your 2017 Nissan Quest and use the 2" receiver on top of the ball mount to increase the height of your carrier by 3-9/16". The receiver on this ball mount has a tongue weight capacity of 350 lbs so your 100 lb carrier and 170 lb scooter would come in under that. You can lock the mount to your Nissan's hitch with Trailer Hitch Lock # e98880. I've added links to both parts for you to take a look at.
