Can I use an electronic brake controller in my semi truck instead of an air brake to electric brake controller for brake control on the travel trailer that has tandem axle brakes? Thanks.

You certainly can!
Installing a brake controller is fairly easy if you are familiar with running wiring. To install a brake controller like the popular Tekonsha Prodigy P3 # 90195 you will need to run the wires on the pigtail to the following functions:
Black - 12V Power
White - Ground
Blue - Brake Controller Pin on 7-Way
Red - COLD Side of the Stop Light Switch (only gets hot when you brake pedal is pressed)
You can use a circuit tester like part # PTW2993 to find the cold side of your stop light switch. You will need to install a 20A circuit breaker, like part # 9506P, on the 12V power wire 6" away from the negative battery terminal.
