Will these work on 14” wheels with 7” spacing? Will the locking lever clear the ground?

The wheelspacing range of the Ultra-Fab Products Wheel Chocks # UF21-001080 that you referenced will work great with a 7 inch spacing like what you have. This fits wheelspacings of between 4-1/2 and 10 inch.
Your wheels being 14 inch in diameter would not be an issue at all either.
