can you tell me if the air lift load lifter #al57393 will fit a 2004 f350 dually with a fifth wheel hitch with the mounting brackets on the outside of the frame

I have a great solution for you, but Air Lift won't come out and say if the kit you mentioned fits with an in-bed hitch installed. However, Firestone's kit part # F2550 has been confirmed as a fit for your 2004 Ford F-350 dually with fifth wheel rails so it would be easily your best option.
I attached an install video for this kit on a 2004 F-350 just like yours as well.
