Our eBike wheels have fenders and I need them on our RV.

The Saris Freedom # SA4412B is a frame-mounted rack that would not interfere with your fenders, but it is not designed to work on an RV
Instead, I recommend the Hollywood Racks RV Rider Bike Rack for 2 Electric Bikes - 2" Hitches - Frame Mount
Item # HLY64FR. This is also a frame-mount 2-bike rack that is approved for motorhomes, fifth wheels, and flat-towed vehicles, but not travel trailers. It will hold bikes up to 80 pounds each with bike tube diameters 1" -2".
