Question:

We are considering the Hollywood Sport Rider SE for transporting a RadWagon electric cargo bike. Because my wife has trouble lifting heavy weights is it possible to tilt this unit down to reduce the height for loading and then tilt and lock it back into position for traveling?

The Hollywood Racks Sport Rider SE part # HLY84FR can be tilted downward for easy loading in addition to access to the rear cargo area of your 2010 Ford Explorer.
