I have a mobilty scooter it weighs 200 lbs. The hitch will not support a lift plus the weight of my chair.im looking at light weight utility trailer to haul it in. If the trailer weight is 500lbs +200 lbs for my scooter. Thats 700 lbs. Will that much weight do any damage to the car, engine, transmission, hitch.

A small trailer to move your scooter with your 2017 Kia Forte is the best option. A 700 lb trailer is well below the capacities of the Draw Tite hitch part # 24903 that fits your vehicle.
You'll also need a ball mount part # 3594 and a hitch ball # 19256. For trailer wiring you'd then want the part # 118594.
