Is the bow roller mounting bracket sturdy enough to attach the boat bow eye safety chain to it?

You would not want to attach a safety chain for the boat bow eye to the # CE31005PG. While this is a sturdy bracket that is designed to have a winch mounted to the base it's not rated for having a safety chain attached to it.
You want the bow eye safety chain attaching directly to the boat trailer frame.
