Question:
Can I leave the charger on while the vehicle is running, I would run the vehicle for about 30 min to remove ice and warm the vehicle before traveling. At that time I remove the charge and plug for the block heater.

You can leave the NOCO Genius Battery Charger and Maintainer # 329-GENIUS5 on your vehicle as it warms up. Doing so would not damage the vehicle battery or the charger. With the added amperage of your alternator on the battery the charger would simply stop charging.
