A trailer VIN is usually found on the trailer tongue, near the coupler. If it can't be found there, you'll need to examine the trailer frame closely. The VIN is usually stamped onto a plate that's affixed to the trailer, but it could be stamped into the metal somewhere. Unfortunately, I am not familiar enough with the Lowes trailer brand to give you the exact location on their trailers.
If you cannot find the VIN sometimes your State Police can assign a VIN for you. This can vary from state to state, so you'll need to check with your State Police or DOT.
