Question:
I want to add a tow package to my vehicle. Will I have any problems towing up to the 4500 lbs limit from the rated 2000 lbs.?

For your 2017 Jeep Cherokee the Curt trailer hitch part # C13172 that you referenced is a confirmed fit and is rated for towing a trailer up to 5,000 lbs. Now if your vehicle is rated with a lower towing capacity you have to go by the lowest rated component in the setup as the overall capacity. This is due to the fact your setup is only as strong as your weakest component.
