I am looking to upgrade my boat trailer tires from ST225 75r 15 load range C to same size load range E I know it does not change the trailer capacity but I want a better stronger side wall tire Is the tire the same diameter inflated between load ranges the same I am changing to new wheels also Thanks

Replacing the Load Range C tires on your trailer with tires that feature a higher load range will not affect the overall diameter of the units when inflated. As long as you stick with the same size tire, you will not have any type of fit issue or change in ride height or wheel well clearance. As you mentioned, higher rated tires are not going to increase the trailer's overall capacity, but it will allow the tires to run a bit cooler since they are built to handle more than what is actually being loaded on the trailer. Since excessive heat is the most common cause of trailer tire failure, this can lead to a longer lifespan on the tires. Just note that going with a higher load range than what is needed might cause a bit of a rougher ride on the trailer because of those stiffer side walls.
I recommend looking at the Westlake ST225/75R15 Radial Tire w/ 15 Inch Silver Mod Wheel # LHAW124, as long as you have a 6 on 5-1/2 inch bolt pattern. For just the tire, you can use # LHWL304. This is an excellent tire that features a 2,830 pound load capacity at 80 psi and a maximum speed of 75 mph.
