That particular tire size, the Kenda Karrier S-Trail ST145/R12 Radial Trailer Tire - Load Range E
Item # AM10140, is only sold separately and unmounted. This gives you a wide range of wheel choices. Since you said, not aluminum, take a look at the Dexstar Steel Mini Mod Trailer Wheel - 12" x 4" Rim - 5 on 4-1/2 - White Powder Coat # AM20151 this is a just one choice of many. All the 12 inch steel wheels like # AM20132 are limited to 1250 lbs capacity so you won't get the full load capacity your tire is rated for.
If you move to a load range D tire, then the combinations are available like the Kenda Karrier S-Trail ST145/R12 Radial Tire w/ 12" White Spoke Wheel - 5 on 4-1/2 - LR D # AM31199DX. I've attached a link to all of these options for your convenience.
