The Curt Cargo Bag # C18211 that you referenced was designed for use on a cargo carrier but there really isn't any problem with you using it on your roof if you would like. I would just make sure that the dimensions 56" long x 22" wide x 21" tall will fit properly on your roof.
The main difference between a cargo bag meant for a cargo carrier and one designed for a roof more or less has to do with the position of the straps. If you notice the Curt Roof Bag # C18221 has a few extra straps to help deal with the extra wind and they tend to be a little lower profile.
If you plan on carrying it on your roof without a cargo basket then you may want to use the Non-Skid Roof Protection Pad # RL100650 as well.
