The Redarc Tow-Pro Elite Trailer Brake Controller - 1 to 3 Axles - Proportional # RED44FR is a fit for your 2003 Ford E-350 if you do not have the factory trailer connector. If you do have the factory 7-way then you will want the # RED44FR along with the # 3035-P wiring harness which will require cutting off the Tekonsha end and splicing to work with the RedArc system and your factory plug which is located under the dash to the left of the steering column.
If you don't have the factory connector, then you will need to use the Universal Installation Kit for Trailer Brake Controller - 7-Way RV and 4-Way Flat - 10 Gauge Wires # ETBC7 to convert a 4-way flat to a 7-way and get the wiring, connectors, and circuit breakers needed. I've attached a video to assist. If you don't have the 4-way already, then I recommend the Tekonsha T-One # 118344 which simply connects to your van behind the tail lights.
